War Hero "Accidentally" Euthanized

In Afghanistan, there was a soldier who found a large breed stray dog who became his best friend and later his and some of his comrades' saviour. When the soldier came home, he brought his partner with him and adopted her, Target, to his home to live with him. One day, Target got out and the neighbors turned her in to the local animal shelter. The next day, not the next week or month, the soldier went to that animal shelter only to find that his friend had been "mistakenly" put to sleep that morning.
I wonder if these type of mistakes only happen to this particular mentionable dog. I doubt it. In fact, I doubt that it was an accident at all. How are the animal rights or restrictions of animal-handling organizations if someones pet can be put to sleep the next morning after it is admitted to the "shelter?"
